Workshop on Energy Governance, Center on Asia and Globalization, Lee Kuan Yew School of Public Policy, Singapore

The Electricity Governance Initiative’s, Smita Nakhooda, will be attending and participating in the Center on Asia and Globalization Workshop on Energy Governance, at the Lee Kuan Yew School of Public Policy, National University of Singapore, from November 5th to 9th.  Ms. Nakhooda prepared the paper, “New approaches to Electricity Governance”, for the workshop.  The paper considers the particular challenges of governing the power sector in Asia, with an emphasis on the role of civil society in arranging processes, institutions, actors and incentives to align investment with sustainable development. It draws on the research and ongoing advocacy efforts of the Electricity Governance Initiative and profiles recent cases and narratives from the EGI experience in Thailand, India, Indonesia and the Philippines. Using these illustrative examples, we provide an empirical basis to consider three themes: power sector planning; electricity regulation; public participation, transparency, and accountability that will need to be addressed in order to meet the many challenges of sustainable development in Asia's power sector.
