The EGI report Empowering People: A Governance Analysis of Electricity was launched at an official WRI side event at the annual meetings of the Commission on Sustainable Development featuring Mr. Hoetomo, the Deputy Minister of Environment for Compliance of Indonesia, and moderated by Euan Wallace of the UK Foreign and Commonwealth Office.
Smita Nakhooda presented the findings of the report which focused on decision-making in the electricity sector, and the need for greater civil society and public input. Fred Stolle picked up on similar themes of the lack of accountability and transparency within the forestry sector, centering around problems of illegal logging and decentralization, and the importance of forestry to addressing global climate change. Lalanath DeSilva shared the Partnership for Principle 10 (PP10), a global platform for governments to improve access to information and public participation in decisionmaking related to the environment.
Deputy Minister Hoeteomo discussed Indonesia’s efforts to promote transparency and accountability within the Indonesian electricity and forestry sectors by living up to the commitments to PP10 that it made in 2006, and responding to the recommendations of EGI in Indonesia. He recognized the need to reform policy and regulatory processes and take a closer look at the environmental and social aspects of decisions made in the energy and forestry sectors. He noted the need for legal mechanisms to clarify the ambiguity regarding the role and jurisdictions of various agencies of the government, and the need for better coordination across various ministries. Minister Hoetomo also stated Indonesia’s firm commitment to increasing transparency and coordination between the public sector and civil society to discover a pragmatic approach and solution to the multidimensional crises (food, water, energy) facing Indonesia.
