The Electricity Governance Initiative's analysis and partners have contributed to a new Energy Industry Act in Thailand that confirms the importance of public participation in decision-making and establishes a new independent electricity regulator. The Act focuses on objectives that 1) promote adequate provision of energy services, while maintaining fairness for both consumers and businesses; 2) protect energy consumers' benefits with regard to tariffs and service quality; thereby increasing competition in the energy industry and preventing abusive use of power; and 3) promote fairness and transparency of the provision of energy without unjust discrimination. The Act was published on December 10, 2007; the Thai Parliament is expected to formally approve it in the coming months.
